Revised property rates expected in upcoming budget of Punjab

Presently, there are three different valuation rates that exist for properties as one notified by FBR, second valuation rates notified by DC in their respective districts, and third actual valuation of the property on the basis of the actual value market value of property in each area of the city or town.

According to official communication, sent out by Punjab’s Board of Revenue to all deputy commissioners/district collectors, stating that the collectors of districts are empowered to notify the rates of immovable properties in the area of their jurisdictions under Section 27-A (1) of the Stamp Act, 1899 read with Punjab StampRules 1999.

The valuation tables are compulsory to be notified for the upcoming fiscal year before or on 30th June every year.

According to the guidelines provided in the rules ibid, the collector shall notify the valuation tables on the basis of value which in his opinion is the average of the highest and the lowest rates of the immovable property in a zone.

The draft valuation tables are required to be placed in the offices of collectors of the district, assistant commissioners, tehsildars, halqa patwaris, etc. for information and calling of objections by the public on proposed valuation tables.

For rural areas, he said that the nambardars could contact their DC in their respective areas to give feedback on valuation tables of immovable properties.

Ehsan Malik said that the stakeholders must play a proactive role in the valuation of DC rates because if these were fixed on the higher side it might cause loss to the real estate sector in the next financial year.

The district collectors are authorized to include any other officer/stakeholders most preferably the real estate associations in the committee for finalization of the valuation tables after removing all anomalies in the valuation tables.

سرکاری مواصلات کے مطابق ، پنجاب کے بورڈ آف ریونیو کے ذریعہ تمام ڈپٹی کمشنرز / ڈسٹرکٹ کلکٹروں کو بھجوایا گیا ، جس میں کہا گیا ہے کہ اضلاع کے کلکٹر کو اختیار ہے کہ وہ اپنے دائرہ اختیار کے علاقے میں غیر منقولہ املاک کے نرخوں کو دفعہ ستائس-اے کے تحت مطلع کریں۔ اسٹیمپ ایکٹ ، اٹھارہ سو ننانوے میں پنجاب اسٹیمپ رولز انیس سو ننانوے کے ساتھ پڑھا گیا۔

تشخیص کے لئے لازمی ہیں کہ آئندہ مالی سال کے لئے ہر سال تیس جون سے پہلے یا تیس جون کو مطلع کیا جائے۔

قواعد آئی بیڈ میں فراہم کردہ رہنما خطوط کے مطابق ، جمعاکار قیمت کی بنیاد پر ویلیوشن ٹیبل کو مطلع کرے گا جو اس کی رائے میں کسی زون میں غیر منقولہ جائیداد کی اوسط اور کم ترین شرح ہے۔

ڈرافٹ ویلیوشن ٹیبلز کو ضلع کے کلکٹرس ، اسسٹنٹ کمشنرز ، تحصیلداروں ، حلقہ پٹواریوں وغیرہ کے دفاتر میں رکھنا ضروری ہے تاکہ عوام کو مجوزہ ویلیو ٹیبلز پر معلومات کے لئے اور اعتراضات کا جائزہ لیں۔

دیہی علاقوں کے لئے ، انہوں نے کہا کہ نمبردار غیر منقولہ املاک کی قیمتوں کے جدول پر رائے دینے کے لئے اپنے اپنے علاقوں میں اپنے ڈی سی سے رابطہ کرسکتے ہیں۔

احسان ملک نے کہا کہ اسٹیک ہولڈرز کو لازمی طور پر ڈی سی نرخوں کی تشخیص کے لئے فعال کردار ادا کرنا چاہئے کیونکہ اگر ان کو زیادہ پہلو پر طے کیا گیا تھا تو اس سے اگلے مالی سال میں رئیل اسٹیٹ سیکٹر کو نقصان ہوسکتا ہے۔

ضلعی کلکٹر کسی بھی دوسرے افسر / اسٹیک ہولڈرز کو اختیار دیتے ہیں کہ وہ ویلیوٹیشن ٹیبلز میں تمام عدم تضادات کو دور کرنے کے بعد ویلیوشن ٹیبل کو حتمی شکل دینے کے لئے کسی بھی دوسرے افسر / اسٹیک ہولڈر کو ترجیحی طور پر رئیل اسٹیٹ ایسوسی ایشن کو کمیٹی میں شامل کرے۔
