Delay of 2 months in completion of PWD underpass on Expressway

The Capital Development Authority (CDA) through its contractors started construction of the PWD underpass towards the end of last year, to ease the flow of traffic on the Islamabad Expressway.

 It was planned to open the underpass and bridge over it for traffic by July 31. An official associated with the project said that it would be difficult to complete the construction activity even by end of this month.

The official said that 80% of work on-site had been accomplished but the rest of the work including road work had been delayed due to ongoing rains which hampered activity time and again. The project would cost Rs432 million generated from CDA’s own sources.

The CDA had approved an Rs40 billion development budget for various projects to be undertaken in the federal capital. Most of the cost of development works would be met from the auction of commercial plots elsewhere in Islamabad.

The main projects to be undertaken during the ongoing fiscal year include a low-income housing scheme in Farash Town Rawal Chowk signal-free corridor, Margalla Avenue, I J Principal, PWD underpass, ladies club, and a slaughterhouse.

Only the last week, the CDA auctioned 24 commercial plots in Blue Area and business center and the same would fetch over Rs37 billion which is over 90% of the development budget allocated for the fiscal year 2021-22.

کیپیٹل ڈیولپمنٹ اتھارٹی (CDA) نے اپنے ٹھیکیداروں کے ذریعے اسلام آباد ایکسپریس وے پر ٹریفک کے بہاؤ کو کم کرنے کے لیے گزشتہ سال کے آخر تک PWD انڈر پاس کی تعمیر شروع کی۔

31 جولائی تک انڈر پاس اور پل کو ٹریفک کے لیے کھولنے کی منصوبہ بندی کی گئی تھی۔ منصوبے سے وابستہ ایک عہدیدار نے بتایا کہ اس ماہ کے آخر تک تعمیراتی سرگرمیوں کو مکمل کرنا مشکل ہوگا۔

عہدیدار نے بتایا کہ سائٹ پر 80 فیصد کام مکمل ہوچکا ہے لیکن باقی کام بشمول سڑک کا کام جاری بارشوں کی وجہ سے تاخیر کا شکار ہوا جس کی وجہ سے سرگرمی بار بار متاثر ہوئی۔ اس منصوبے پر سی ڈی اے کے اپنے ذرائع سے پیدا ہونے والے 432 ملین روپے لاگت آئے گی۔

سی ڈی اے نے وفاقی دارالحکومت میں 40 ارب روپے کے ترقیاتی بجٹ کے مختلف منصوبوں کی منظوری دی تھی۔ ترقیاتی کاموں کی بیشتر لاگت اسلام آباد میں کسی اور جگہ تجارتی پلاٹوں کی نیلامی سے پوری کی جائے گی۔

رواں مالی سال کے دوران شروع کیے جانے والے اہم منصوبوں میں فراش ٹاؤن راول چوک سگنل فری راہداری ، مارگلہ ایونیو ، آئی جے پرنسپل ، پی ڈبلیو ڈی انڈر پاس ، لیڈیز کلب اور ایک سلاٹر ہاؤس میں کم آمدنی والی ہاؤسنگ اسکیم شامل ہیں۔

صرف پچھلے ہفتے سی ڈی اے نے بلیو ایریا اور بزنس سنٹر میں 24 کمرشل پلاٹوں کی نیلامی کی اور اس سے 37 ارب روپے سے زائد حاصل ہوں گے جو کہ مالی سال 2021-22 کے لیے مختص ترقیاتی بجٹ کا 90 فیصد سے زائد ہے۔
