Work on Dhabeji SEZ to begin in 2022

The development of Dhabeji Special Economic Zone (SEZ) will kick start earlier next year and the scheme is likely to generate $1 billion in investment, said Special Assistant to Chief Minister Sindh on Investment and Public-Private Partnership Syed Qasim Naveed Qamar.

In a press conference on Tuesday, Qamar said that the project will create 100,000 direct and indirect employment opportunities as well. He announced that the government of Sindh had issued a letter of award (LOA) to a private contractor for the Dhabeji SEZ project.

“Russian and Chinese investors showed far higher interest in the SEZ than the expectations of the government,” he said.

Qamar emphasized creating job opportunities in the country to improve economic conditions which had deteriorated on the back of a persistent uptick in inflation.

“Megaprojects such as Dhabeji SEZ will definitely create a higher number of jobs,” he cherished.

He highlighted that the SEZ was a priority project under the industrial cooperation phase of the China-Pakistan Economic Corridor (CPEC).

The government of Sindh decided to execute the scheme through an international competitive bidding process under the public-private partnership (PPP) model.

The PPP board, in its 34th meeting, finalized the developer for Dhabeji SEZ, he said, adding that the bidding process was completed in a fair and transparent manner in accordance with the rules of Sindh Public Procurement Regulatory Authority.

The developer, which was finalized based on higher value for money, would be responsible to provide all utilities, build infrastructure and carry out operations and maintenance in the SEZ.

منگل کو ایک پریس کانفرنس میں قمر نے کہا کہ اس منصوبے سے 100,000 براہ راست اور بالواسطہ روزگار کے مواقع بھی پیدا ہوں گے۔ انہوں نے اعلان کیا کہ حکومت سندھ نے دھابیجی SEZ منصوبے کے لیے نجی ٹھیکیدار کو لیٹر آف ایوارڈ (LOA) جاری کیا ہے۔

انہوں نے کہا کہ "روسی اور چینی سرمایہ کاروں نے SEZ میں حکومت کی توقعات سے کہیں زیادہ دلچسپی ظاہر کی۔"

قمر نے ملک میں روزگار کے مواقع پیدا کرنے پر زور دیا تاکہ معاشی حالات کو بہتر بنایا جا سکے جو کہ مہنگائی میں مسلسل اضافے کی وجہ سے خراب ہو چکی ہے۔

انہوں نے کہا کہ دھابیجی SEZ جیسے میگا پراجیکٹس یقینی طور پر زیادہ تعداد میں ملازمتیں پیدا کریں گے۔

انہوں نے روشنی ڈالی کہ SEZ چین پاکستان اقتصادی راہداری (CPEC) کے صنعتی تعاون کے مرحلے کے تحت ایک ترجیحی منصوبہ ہے۔

حکومت سندھ نے اس اسکیم کو پبلک پرائیویٹ پارٹنرشپ (پی پی پی) موڈ کے تحت بین الاقوامی مسابقتی بولی کے عمل کے ذریعے نافذ کرنے کا فیصلہ کیا۔

پی پی پی بورڈ نے اپنے 34ویں اجلاس میں دھابیجی SEZ کے لیے ڈویلپر کو حتمی شکل دی، انہوں نے کہا کہ بولی لگانے کا عمل سندھ پبلک پروکیورمنٹ ریگولیٹری اتھارٹی کے قوانین کے مطابق منصفانہ اور شفاف طریقے سے مکمل کیا گیا۔

ڈویلپر، جسے پیسے کی زیادہ قیمت کی بنیاد پر حتمی شکل دی گئی تھی، تمام یوٹیلیٹیز فراہم کرنے، انفراسٹرکچر کی تعمیر اور SEZ میں آپریشن اور دیکھ بھال کا ذمہ دار ہوگا۔
