Sindh Finance Department releases Rs32.4bn for ongoing uplift schemes

The department has already released Rs6,007.609 million to local bodies against their monthly Octroi Zila Tax share and grant-in-aid.

“Sindh is the only province in the country that has released its budget in the first week of the new financial year 2021-22.” This was stated by Chief Minister Shah in a statement issued from the CM House on Monday.

Shah said the Octroi Zila Tax had been abolished in the year 1999, and in lieu of the abolished tax, the federal government released funds through regular fiscal transfers at 2.5 percent of the OZT. “The share is low as compared to the municipal responsibilities of local councils,” he said and added: “Upon the abolishing of the OZT by the federal government and low receipts being received by the Sindh province in lieu of OZT, the Sindh government is continuously supporting all local councils in the province.” The CM said that keeping in view its commitment to keep the councils financially viable, the provincial government had been releasing monthly OZT share to all local councils in the province according to the PFC award announced in 2007, and subsequently as per tentative distribution approved by the government since 2016, which was, then, further enhanced at a rate of 15 percent during the financial year 2017-18.

The administrative structure of local councils in Sindh consists of seven district municipal corporations, 24 district councils, one metropolitan corporation, three municipal corporations, Hyderabad, Sukkur, and Larkana, 39 municipal committees, 147 town committees, and 1,526 union councils/ union committees.

He said the government, despite low receipts from the federal government, was consistently releasing sufficient funds to all local councils in order to cater to their financial and operational needs against the budgetary allocation of Rs78 billion for the financial year 2020-21. “The government has further enhanced the share by 15 percent for the financial year 2021-22 and accordingly earmarked Rs82 billion for the current financial year 2021-22 for the salaries/ pension of employees of local councils with effect from July 2021.”

Shah said Karachi Division had nine major councils and 247 UCs, and it included KMC, Karachi District Council, seven DMCs, and 247 union councils/committees.

The CM said that with the revised OZT share as of July 2021, the KMC share had been increased by Rs1,178.280 million annually, the share of seven DMCs of Karachi had been increased to Rs13,015.836 million from Rs12,135.73 million annually, and that of District Council Karachi to Rs.1,655.592 million from 1603.056 million.

محکمہ پہلے ہی مقامی ماہرین کو اپنے ماہانہ آکٹروئی ضلعی ٹیکس شیئر اور امدادی امداد کے مقابلے میں بلدیاتی اداروں کو 6،007.609 ملین روپے جاری کرچکا ہے۔
"سندھ ملک کا واحد صوبہ ہے جس نے نئے مالی سال 2021-22 کے پہلے ہفتے میں اپنا بجٹ جاری کیا ہے۔" یہ بات وزیراعلیٰ شاہ نے پیر کو وزیر اعلی ہاؤس سے جاری ایک بیان میں کہی۔
شاہ نے کہا کہ سال 1999 میں آکٹروئی ضلعہ ٹیکس کو ختم کردیا گیا تھا ، اور ختم ٹیکس کے بدلے وفاقی حکومت نے او زیڈ ٹی کے اڑھائی فیصد پر باقاعدہ مالی تبادلے کے ذریعے فنڈز جاری کیے۔ انہوں نے کہا ، "مقامی کونسلوں کی میونسپل ذمہ داریوں کے مقابلہ میں حصہ کم ہے ،" انہوں نے مزید کہا: "وفاقی حکومت کی طرف سے او زیڈ ٹی کے خاتمے اور او زیڈ ٹی کے بدلے صوبہ سندھ کو کم رسیدیں ملنے پر ، سندھ حکومت صوبے میں تمام مقامی کونسلوں کی مستقل حمایت کرتے ہیں۔ وزیراعلیٰ نے کہا کہ کونسلوں کو مالی طور پر مستحکم رکھنے کے عزم کو مدنظر رکھتے ہوئے ، صوبائی حکومت 2007 میں اعلان کردہ پی ایف سی ایوارڈ کے مطابق صوبے کی تمام مقامی کونسلوں کو ماہانہ او زیڈ ٹی شیئر جاری کرتی رہی ہے ، اور اس کے نتیجے میں منظور شدہ عارضی تقسیم کے مطابق سن 2016 کے بعد کی حکومت ، جو اس وقت مالی سال 2017-18 کے دوران 15 فیصد کی شرح سے بڑھا دی گئی تھی۔
سندھ میں مقامی کونسلوں کا انتظامی ڈھانچہ سات ضلعی میونسپل کارپوریشنوں ، 24 ضلعی کونسلوں ، ایک میٹرو پولیٹن کارپوریشن ، تین میونسپل کارپوریشنوں ، حیدرآباد ، سکھر اور لاڑکانہ ، 39 میونسپل کمیٹیوں ، 147 ٹاون کمیٹیاں ، اور 1،526 یونین کونسلوں / یونین کمیٹیوں پر مشتمل ہے۔
انہوں نے کہا کہ حکومت ، وفاقی حکومت سے کم وصولیاں ہونے کے باوجود ، تمام مقامی کونسلوں کو مستقل طور پر خاطر خواہ فنڈز جاری کرتی ہے تاکہ مالی سال 2020-21 کے لئے بجٹ میں مختص 78 ارب روپے کے مقابلے میں ان کی مالی اور آپریشنل ضروریات کو پورا کیا جاسکے۔ "حکومت نے مالی سال 2021-22 کے حصص میں 15 فیصد اضافہ کیا ہے اور اس کے مطابق رواں مالی سال 2021-22 کے لئے بلین کونسلوں کے ملازمین کی تنخواہوں / پنشن کے جولائی 2021 سے 82 ارب روپے رکھے گئے ہیں۔"
شاہ نے کہا کہ کراچی ڈویژن میں نو بڑی کونسلیں اور 247 یوسی ہیں ، اور اس میں کے ایم سی ، کراچی ڈسٹرکٹ کونسل ، سات ڈی ایم سی اور 247 یونین کونسلیں / کمیٹیاں شامل ہیں۔
وزیراعلیٰ نے کہا کہ جولائی 2021 تک او زیڈ ٹی کے بہتر ترمیم کے ساتھ ، کے ایم سی کے حصص میں سالانہ 1 ہزار 178.280 ملین کا اضافہ کیا گیا ، کراچی کے سات ڈی ایم سی کا حصہ سالانہ 12،135.73 ملین روپے سے بڑھ کر 13،015.836 ملین روپے ہوگیا ، اور جو ضلع کونسل کراچی کے 1603.056 ملین سے 1،655.592 ملین روپے ہے۔
