RDA lacks heavy machinery and equipment to demolish illegal infrastructures

The Rawalpindi Development Authority (RDA) is lacking heavy machinery and equipment to demolish illegal infrastructure due to the mushroom growth of illegal housing societies in the city, informed sources within the civic body on Friday.

They disclosed at present the civic body is owning only one front-end loader while the management of RDA is hiring the heavy machinery on rent to launch operations against illegal housing societies when needed.

Sources said the RDA needs a good number of heavy-duty excavators, drillers, cutters, moveable generators, eagle hammer man with trained staff and drivers to overwhelm the challenges the civic body is facing amid increasing numbers of illegal infrastructures.

Though the high ups of RDA have moved several requests to the government of Punjab to equip it with the required machinery yet no serious step was taken by the latter in this regard so far, sources mentioned. 

Sami Ullah Khan Niazi, a deputy director of Metropolitan Planning and Traffic Engineering, when contacted, confirmed that RDA is facing a shortage of heavy machinery to carry out operations against illegal infrastructures and encroachments.

He said the enforcement department of RDA has failed in achieving the set targets because the owners of machinery rented by RDA are often scared to move forward to demolish illegal constructions to avoid any loss of machinery. 

He added the government should establish a separate enforcement directorate in RDA like Lahore Development Authority for speedy action against encroachers.

جمعہ کو شہری ادارے کے باخبر ذرائع نے بتایا کہ راولپنڈی ڈویلپمنٹ اتھارٹی (آر ڈی اے) شہر میں غیر قانونی ہاؤسنگ سوسائٹیز کی بڑھتی ہوئی تعداد کی وجہ سے غیر قانونی انفراسٹرکچر کو مسمار کرنے کے لیے بھاری مشینری اور آلات کی کمی ہے۔

انہوں نے انکشاف کیا کہ فی الحال شہری ادارہ صرف ایک فرنٹ اینڈ لوڈر کا مالک ہے جبکہ آر ڈی اے کی انتظامیہ غیر ضروری ہاؤسنگ سوسائٹیوں کے خلاف آپریشن شروع کرنے کے لیے بھاری مشینری کرائے پر لے رہی ہے۔

ذرائع نے بتایا کہ آر ڈی اے کو ہیوی ڈیوٹی کھدائی کرنے والوں ، ڈرلروں ، کٹروں ، حرکت پذیر جنریٹرز ، ایگل ہتھوڑا آدمی اور تربیت یافتہ عملے اور ڈرائیوروں کی ضرورت ہے تاکہ غیر قانونی انفراسٹرکچر کی بڑھتی ہوئی تعداد کے درمیان شہری ادارے کو درپیش چیلنجوں سے نمٹ سکیں۔
اگرچہ آر ڈی اے کے اعلیٰ عہدیداروں نے حکومت پنجاب کو مطلوبہ مشینری سے لیس کرنے کے لیے کئی درخواستیں بھیجی ہیں لیکن ابھی تک اس حوالے سے بعد میں کوئی سنجیدہ قدم نہیں اٹھایا گیا۔

میٹروپولیٹن پلاننگ اینڈ ٹریفک انجینئرنگ کے ڈپٹی ڈائریکٹر سمیع اللہ خان نیازی سے رابطہ کیا گیا تو انہوں نے تصدیق کی کہ آر ڈی اے کو غیر قانونی ڈھانچے اور تجاوزات کے خلاف آپریشن کرنے کے لیے بھاری مشینری کی کمی کا سامنا ہے۔

انہوں نے کہا کہ آر ڈی اے کا انفورسمنٹ ڈیپارٹمنٹ مقررہ اہداف کے حصول میں ناکام رہا ہے کیونکہ آر ڈی اے کی جانب سے کرائے پر لی گئی مشینری کے مالکان اکثر ڈرتے ہیں کہ مشینری کے کسی نقصان سے بچنے کے لیے غیر قانونی تعمیرات کو مسمار کرنے کے لیے آگے بڑھیں۔

انہوں نے مزید کہا کہ حکومت کو آر ڈی اے میں لاہور ڈویلپمنٹ اتھارٹی کی طرح علیحدہ انفورسمنٹ ڈائریکٹوریٹ قائم کرنا چاہیے تاکہ تجاوز کرنے والوں کے خلاف فوری کارروائی کی جاسکے۔
