Pakistan Land Port Authority to be functional soon

A delegation of the authority and Asian Development Bank said this during a meeting with the Sarhad Chamber of Commerce and Industry (SCCI), President Hasnain Khurshid, here at the Chamber’s House on Monday.

The delegation was headed by a former member of the Federal Board of Revenue Integrated Borders Management and Trade Facilitation expert, Syed Tanveer Ahmad, Human Resource Specialist/Research and Data Analyst, Asian Development Bank Col (Retd) Muhammad Irfan.

Hasnain Khurhsid lauded the importance of improving the border management system, resuming cargo train service from Peshawar, improving scanning machines along all major trade routes, and simplifying the procedures and checking mechanisms for goods consignments.

The meeting's attendees had already been briefed on the proposed authority's main aim and function in trade facilitation. A member of the delegation stated that a draught Act had been completed and will be presented to Parliament for final approval. He thought the authority would be operational by February 2022.

The authority's main goal, according to Tanveer Ahmad, is to facilitate trade and provide service to traders through an integrated system of various relevant departments.

He said a hefty amount was being spent for infrastructure improvement at Torkham, Kharlachi, and Chaman trade routes for that. The head of the delegation stressed the need for Public-Private Partnership for bringing improvement and providing facilities to traders at the border region.

Hasnain Khurshid praised the installation of modern gadgets at trade facilitation stations. However, he said the system was losing its importance for lack of proper facilities, which has also caused many difficulties for the traders.

وفد کی سربراہی فیڈرل بورڈ آف ریونیو انٹیگریٹڈ بارڈرز مینجمنٹ اینڈ ٹریڈ فیسیلیٹیشن کے سابق ممبر سید تنویر احمد، ہیومن ریسورس سپیشلسٹ/ریسرچ اینڈ ڈیٹا اینالسٹ، ایشیائی ترقیاتی بینک کرنل (ر) محمد عرفان کر رہے تھے۔
حسنین خورشید نے بارڈر مینجمنٹ سسٹم کو بہتر بنانے، پشاور سے کارگو ٹرین سروس دوبارہ شروع کرنے، تمام بڑے تجارتی راستوں پر سکیننگ مشینوں کو بہتر بنانے، طریقہ کار کو آسان بنانے اور سامان کی ترسیل کے لیے چیکنگ کے طریقہ کار کو سراہا۔
اجلاس کے شرکاء کو پہلے ہی مجوزہ اتھارٹی کے بنیادی مقصد اور تجارت میں سہولت کاری کے بارے میں بریفنگ دی جا چکی تھی۔ وفد کے ایک رکن نے بتایا کہ ایکٹ کا مسودہ مکمل ہو چکا ہے اور اسے حتمی منظوری کے لیے پارلیمنٹ میں پیش کیا جائے گا۔ ان کا خیال تھا کہ یہ اتھارٹی فروری 2022 تک فعال ہو جائے گی۔
تنویر احمد کے مطابق اتھارٹی کا بنیادی ہدف تجارت کو آسان بنانا اور مختلف متعلقہ محکموں کے مربوط نظام کے ذریعے تاجروں کو خدمات فراہم کرنا ہے۔
انہوں نے کہا کہ طورخم، خرلاچی اور چمن تجارتی راستوں پر انفراسٹرکچر کی بہتری کے لیے خطیر رقم خرچ کی جا رہی ہے۔ وفد کے سربراہ نے سرحدی علاقے میں بہتری لانے اور تاجروں کو سہولیات فراہم کرنے کے لیے پبلک پرائیویٹ پارٹنرشپ کی ضرورت پر زور دیا۔
حسنین خورشید نے تجارتی سہولت فراہم کرنے والے اسٹیشنوں پر جدید آلات کی تنصیب کی تعریف کی۔ تاہم، انہوں نے کہا کہ مناسب سہولیات نہ ہونے کی وجہ سے یہ نظام اپنی اہمیت کھو رہا ہے، جس کی وجہ سے تاجروں کو بھی بہت سی مشکلات کا سامنا ہے۔
