Kharian-Rawalpindi Motorway: Executed under PPP mode

According to the news sources, the local of the project is district Gujrat, Jhelum, Rawalpindi, in Punjab. The project is proposed to be executed on a BOT basis and its concessionaire will build, operate and maintain the motorway facility up to the full concession period as per the concession agreement and will hand over the facility to the National Highways Authority (NHA).

According to the details, After the completion of the concession agreement, the NHA will be responsible for operations and maintenance. The Executive Committee of the National Economic Council (Ecnec) has approved the Kharian-Rawalpindi Motorway project on 31st January 2022.

The total cost of the project is Rs 108.41 billion including the government of Pakistan share is Rs 36.112 billion [Capital - Viability Gap Funding (VGF): Rs 7.5 billion, overhead costs: Rs 16.012 billion, operational VGF): Rs 12.6 billion] and Concessionaire share is Rs 72.298 billion.

The project would be completed in two years and the total length of the motorway is 117.2 kilometers with 4-lane access-controlled from Kharian to Rawalpindi. According to documents, there is a need for six Double Cabin Revo vehicles at the cost of Rs 38.4 million and eight Toyota Hilux Single Cabin at a cost of Rs 26.271 million.

اسلام آباد: 108.41 بلین روپے کی لاگت سے کھاریاں-راولپنڈی موٹر وے پراجیکٹ پبلک پرائیویٹ پارٹنرشپ موڈ کے تحت بلڈ-آپریٹ-ٹرانسفر (بی او ٹی) کی بنیاد پر مکمل کیا جائے گا۔
نیوز ذرائع کے مطابق اس منصوبے کا مقامی ضلع گجرات، جہلم، راولپنڈی، پنجاب میں ہے۔ اس منصوبے کو بی او ٹی کی بنیاد پر انجام دینے کی تجویز ہے اور اس کا کنسیشنر رعایتی معاہدے کے مطابق مکمل رعایتی مدت تک موٹروے کی سہولت کی تعمیر، کام اور دیکھ بھال کرے گا اور اس سہولت کو نیشنل ہائی ویز اتھارٹی (این ایچ اے) کے حوالے کرے گا۔
تفصیلات کے مطابق رعایتی معاہدے کی تکمیل کے بعد این ایچ اے آپریشنز اور دیکھ بھال کی ذمہ دار ہو گی۔ قومی اقتصادی کونسل (ای سی این ای سی) کی ایگزیکٹو کمیٹی نے 31 جنوری 2022 کو کھاریاں-راولپنڈی موٹروے منصوبے کی منظوری دے دی۔
منصوبے کی کل لاگت 108.41 بلین روپے ہے جس میں حکومت پاکستان کا حصہ 36.112 بلین روپے ہے [کیپٹل - وائبلٹی گیپ فنڈنگ (وی جی ایف): 7.5 بلین روپے، اوور ہیڈ لاگت: 16.012 بلین روپے، آپریشنل (وی جی ایف): 12.6 بلین روپے] اور رعایتی حصہ 72.298 بلین روپے ہے۔
یہ منصوبہ دو سالوں میں مکمل ہو گا اور موٹر وے کی کل لمبائی 117.2 کلومیٹر ہے جس میں کھاریاں سے راولپنڈی تک 4 لین تک رسائی ہوگی۔ دستاویزات کے مطابق 38.4 ملین روپے کی لاگت سے چھ ڈبل کیبن ریوو گاڑیاں اور 26.271 ملین روپے کی لاگت سے آٹھ ٹویوٹا ہلکس سنگل کیبن کی ضرورت ہے۔
