Govt Seeks Rs1.68 Hike in Domestic Base Power Tariff

Amid a strong protest from consumers against a 10 percent increase in power tariff, the National Electric Power Regulatory Authority (Nepra) asked the government to review with the human factor in mind its proposed subsidy rationalization plan that would cause additional burden to consumers.

At a public hearing presided over by Nepra Cha­irman Tauseef H. Farooqui, the Power Division insisted for immediate notification of Rs1.68 per unit increase in base tariff for all domestic consumers across the country, except those under 200-unit of monthly consumption, besides Rs1.39 per unit inc­rease for all other consu­mer categories including co­m­mercial, general services, agricultural tube wells, and residential consumers.

It said the decision would generate Rs168 billion added to the power companies or reduce subsidy otherwise to be paid out of budget during the current fiscal year. A Power Division official said the revision would increase the average base power tariff from Rs13.97 per unit at present to Rs15.36 per unit after notification.

“We believe the government should protect consumers using up to 300 units per month for the time being,” said the Nepra chief, adding hopefully the government would be prepared for the political backlash.

He said the subsidy payments fell in the government domain and the regulator had no say even if subsidies are totally withdrawn but “you should discuss this with the government once again to look into the suggestion keeping in mind the human factor”.

Additional Secretary Power Waseem Mukhtar said the regulator had already determined an Rs3.34 per unit increase in base tariff in February this year which was notified by the government which actually passed on Rs1.95 per unit increase to consumers and picked up Rs185bn as net subsidy.

He said the remaining Rs1.39 per unit average increase was now being passed on to consumers to reduce subsidy payments.

بجلی کے نرخوں میں 10 فیصد اضافے کے خلاف صارفین کے شدید احتجاج کے درمیان، نیشنل الیکٹرک پاور ریگولیٹری اتھارٹی (نیپرا) نے حکومت سے کہا کہ وہ انسانی عنصر کو مدنظر رکھتے ہوئے اپنے مجوزہ سبسڈی ریشنلائزیشن پلان پر نظرثانی کرے جس سے صارفین پر اضافی بوجھ پڑے گا۔

نیپرا کے چیئرمین توصیف ایچ فاروقی کی زیرصدارت ایک عوامی سماعت میں، پاور ڈویژن نے ملک بھر کے تمام گھریلو صارفین کے لیے 1.68 روپے فی یونٹ کے بنیادی ٹیرف میں اضافے کے فوری نوٹیفکیشن پر اصرار کیا، سوائے 200 یونٹ ماہانہ استعمال والے صارفین کے۔ 1.39 روپے فی یونٹ اضافہ کے علاوہ دیگر تمام صارفین کے زمرے بشمول تجارتی، عام خدمات، زرعی ٹیوب ویل اور رہائشی صارفین۔

اس میں کہا گیا ہے کہ اس فیصلے سے پاور کمپنیوں کو 168 ارب روپے اضافی حاصل ہوں گے یا سبسڈی کو کم کیا جائے گا بصورت دیگر رواں مالی سال کے دوران بجٹ سے باہر ادا کیا جائے گا۔ پاور ڈویژن کے ایک اہلکار نے بتایا کہ اس نظرثانی سے بجلی کی اوسط قیمت 13.97 روپے فی یونٹ سے بڑھ کر نوٹیفکیشن کے بعد 15.36 روپے فی یونٹ ہو جائے گی۔

نیپرا کے سربراہ نے کہا، "ہمارا خیال ہے کہ حکومت کو فی الحال 300 یونٹس تک ماہانہ استعمال کرنے والے صارفین کی حفاظت کرنی چاہیے،" امید ہے کہ حکومت سیاسی ردعمل کے لیے تیار ہو گی۔

انہوں نے کہا کہ سبسڈی کی ادائیگیاں سرکاری ڈومین میں گر گئی ہیں اور ریگولیٹر کو کوئی کہنا نہیں ہے یہاں تک کہ اگر سبسڈی مکمل طور پر واپس لے لی گئی ہے لیکن "آپ کو انسانی عنصر کو ذہن میں رکھتے ہوئے تجویز پر غور کرنے کے لئے حکومت کے ساتھ ایک بار پھر اس پر بات کرنی چاہئے"۔

ایڈیشنل سیکرٹری پاور وسیم مختار نے کہا کہ ریگولیٹر نے پہلے ہی اس سال فروری میں بنیادی ٹیرف میں 3.34 روپے فی یونٹ اضافے کا تعین کیا تھا جسے حکومت نے مطلع کیا تھا جس نے حقیقت میں 1.95 روپے فی یونٹ اضافہ صارفین کو دیا اور 185 بلین روپے خالص سبسڈی کے طور پر اٹھایا۔

انہوں نے کہا کہ بقیہ 1.39 روپے فی یونٹ اوسط اضافہ اب سبسڈی کی ادائیگیوں کو کم کرنے کے لیے صارفین تک پہنچایا جا رہا ہے۔
