Delay in construction of Narowal Expressway

The Lahore High Court issued contempt notices to the provincial secretary Planning & Development, Secretary Communication & Works, and five other officials for misleading the court in a matter relating to delay in the construction of the Narowal Expressway.

Chief Justice Muhammad Qasim Khan was hearing a petition filed by Shakargarh Bar Association.

The officials, present in the court, said many surveys of the project including soil testing were yet to be conducted. The petitioner’s counsel denied the version of the officials and stated that all the surveys had been completed.

A provincial law officer stated that the development projects costing above Rs10 billion were approved by the federal government. He said the project in question had been forwarded to the federal government along with 25 other projects for approval.

The chief justice issued contempt notices to seven government officials including the secretaries and directed the petitioner’s counsel to submit a draft of the charge on June 2 for the indictment of the officials.

لاہور ہائیکورٹ نے نارووال ایکسپریس وے کی تعمیر میں تاخیر سے متعلق معاملے میں عدالت کو گمراہ کرنے پر صوبائی سیکرٹری پلاننگ اینڈ ڈویلپمنٹ ، سیکرٹری مواصلات و ورکس اور پانچ دیگر عہدیداروں کو توہین عدالت کے نوٹس جاری کردیئے۔

چیف جسٹس محمد قاسم خان شکر گڑھ بار ایسوسی ایشن کی جانب سے دائر درخواست کی سماعت کررہے تھے۔

عدالت میں موجود عہدیداروں نے بتایا کہ مٹی کی جانچ سمیت اس منصوبے کے بہت سارے سروے ابھی باقی ہیں۔ درخواست گزار کے وکیل نے عہدیداروں کے ورژن کی تردید کرتے ہوئے کہا ہے کہ تمام سروے مکمل ہوچکے ہیں۔

صوبائی لاء آفیسر نے بتایا کہ وفاقی حکومت نے 10 ارب روپے سے زائد لاگت کے ترقیاتی منصوبوں کی منظوری دی ہے۔ انہوں نے کہا کہ زیر غور منصوبے کو منظوری کے لئے 25 دیگر منصوبوں کے ساتھ وفاقی حکومت کو بھیجا گیا ہے۔

چیف جسٹس نے سیکرٹریوں سمیت سات سرکاری عہدیداروں کو توہین کے نوٹسز جاری کردیئے اور درخواست گزار کے وکیل کو ہدایت کی کہ وہ اہلکاروں پر فرد جرم عائد کرنے کے لئے اس الزام کا مسودہ 2 جون کو پیش کریں۔
