Decision taken to grant NRO to illegal housing schemes in Green Areas of Lahore

According to details, the Punjab government has started work on a historic amnesty scheme for illegal schemes in green areas. About a thousand schemes across Punjab, including Lahore, will benefit from the amnesty scheme, a special bill approved by the Punjab government. Minor penalties and fines were also set.

The special commission will be headed by a retired Supreme Court judge, while the six-member committee will include a town planner with 20 years of experience, a civil engineer, a legal expert, and a representative from the public or private sector, according to the approved special bill.

A penalty of 2% will be levied, schemes that do not provide parks and open spaces will be regularized by paying double the price of residential land, while schemes that do not provide graveyards will be regularized by paying double the price of residential land.

According to the approved special bill, schemes using places of public interest will be regularized by paying 3 times the price of residential land, and landlock schemes which do not provide access road will be regularized by paying 3 times the price of road land. It can be regularized by paying double the price of land.

Illegal schemes will get numerous benefits from the amnesty scheme, such as developers who buy agricultural land for pennies will become billionaires, will be able to map schemes and get loans, the third biggest benefit is illegal schemes electricity and needles.

Gas connections will be authorized. Government NROs will protect the rights of transparent developers who have been making schemes in the Brown Area all their lives and corrupt officials involved in spreading illegal schemes will also get protection. The number of legal schemes is close to 538.

تفصیلات کے مطابق پنجاب حکومت کی جانب سے گرین ایریاز میں بنی غیر قانونی سکیموں کے لئے تاریخی ایمنسٹی سکیم پرکام شروع کردیا گیا،لاہور سمیت پنجاب بھر کی ایک ہزار کے قریب سکیموں کو ایمنسٹی سکیم سےفائدہ حاصل ہو گا،پنجاب حکومت کے منظور شدہ خصوصی بل میں معمولی سزائیں اور جرمانے بھی وضع کر دیئےگئے۔

خصوصی کمیشن کا سربراہ ریٹائرڈ سپریم کورٹ کا جج ہوگا جبکہ 6 رکنی کمیٹی میں بیس سال کے تجربہ کاحامل ٹاؤن پلانر،سول انجنئیر ، قانونی ماہر اور پبلک یاپرائیویٹ سیکٹر کا نمائندہ شامل ہوگا، منظورشدہ خصوصی بل کے مطابق لینڈ یوز کی خلاف ورزی رہائشی زمین کاصرف دو فیصد بطور جرمانہ وصول کیا جائے گا،پارک اور کھلی جگہیں نہ دینے والی سکیموں کو رہائشی زمین کا دوگنی قیمت دے کر ریگولر کرایا جاسکے گا جبکہ قبرستان نہ دینے والی سکیموں کو رہائشی زمین کی دگنی قیمت دے کر ریگولر کرایا جاسکے گا۔

منظورشدہ خصوصی بل کےمطابق عوامی مفاد کی جگہیں استعمال کرنے والی سکیموں کو رہائشی اراضی کی3 گنا قیمت اورایکسیس روڈ نہ دینےوالی لینڈ لاک سکیموں کو روڈ کی اراضی کی تین گنا قیمت دے کر ریگولر کرایا جاسکے گا،سکیموں کی اندرونی سڑکیں نہ دینے والی سکیموں کو رہائشی اراضی کی دو گنا قیمت دے کر ریگولر کیا جاسکے گا۔

غیر قانونی سکیموں کو ایمنسٹی سکیم سے بے شمار فوائد حاصل ہونگے جیسے کہ کوڑیوں کے بھاؤ زرعی زمین خریدنے والے ڈویلپرز ارب پتی بنے کے ساتھ ،سکیموں کے نقشہ پاس کرانے اور قرضہ لینے کے اہل ہوجائیں گے، تیسرا بڑا فائدہ غیر قانونی سکیمیں بجلی اور سوئی گیس کنکشن لینے کی مجاز ہوجائیں گی۔حکومتی این آر او سے ساری عمر براؤن ایریا میں سکیمیں بنانے والے شفاف ڈویلپرز کی حق تلفی اور غیر قانونی سکیموں کے پھیلاؤ میں ملوث کرپٹ افسران کو بھی تحفظ مل جائے گا جبکہ لاہور شہر کے گرین ایریاز اور غیر قانونی سکیموں کی تعداد 538 کے قریب ہے۔
