Conversion of residential buildings into commercial in name of ‘renovation’: Lahore

Sources in LDA revealed that residential buildings were allowed to make modifications in the name of renovation but in the actual buildings, structures were completely changed into commercial plazas or shops.

A senior official of LDA seeking anonymity said that as per LDA rules and regulations conversion of residential buildings into a commercial structure on a non-commercial road was not allowed.

He claimed all such conversions were made in connivance with the officials of the Town Planning Wing who were supposed to stop and demolish any such structures. He said LDA rules allow commercial use of a residential building without any change in the basic structure under its annual commercialization policy.

He also revealed that following a court order, LDA was not issuing new NOCs for annual commercials but still new buildings were being constructed, which was an alarming thing.

The official said illegal conversion of residential buildings into commercial constructions also caused huge financial loss to the LDA as the authority was deprived of all the related fees. This ongoing practice has created several issues including the extra burden on civic amenities such as water supply, sewerage, electricity and etc.

Conversion of residential buildings also created problems of parking and extra generation of solid waste. The emergence of commercial structures in residential localities was also causing an environmental impact as when a house was converted into a plaza, all greenery it had was also eliminated.

It is pertinent to mention here that the Town Planning Wing of the authority used to demolish workshops, small shops, and other structures but no action was taken against the ongoing practice of conversion of residential buildings into commercial structures in posh localities.

ایل ڈی اے کے ذرائع نے انکشاف کیا کہ رہائشی عمارتوں کو تزئین و آرائش کے نام پر ترمیم کرنے کی اجازت دی گئی لیکن اصل عمارتوں کے ڈھانچے کو مکمل طور پر کمرشل پلازوں یا دکانوں میں تبدیل کر دیا گیا۔

ایل ڈی اے کے ایک سینئر افسر نے نام ظاہر نہ کرنے کی شرط پر بتایا کہ ایل ڈی اے کے قواعد و ضوابط کے مطابق غیر تجارتی سڑک پر رہائشی عمارت کو کمرشل ڈھانچے میں تبدیل کرنے کی اجازت نہیں ہے۔

انہوں نے دعویٰ کیا کہ اس طرح کے تمام تبادلے ٹاؤن پلاننگ ونگ کے عہدیداروں کی ملی بھگت سے کیے گئے تھے جنہوں نے ایسی کسی بھی تعمیر کو روکنا اور گرانا تھا۔ انہوں نے کہا کہ ایل ڈی اے کے قوانین اس کی سالانہ کمرشلائزیشن پالیسی کے تحت بنیادی ڈھانچے میں کسی تبدیلی کے بغیر رہائشی عمارت کے تجارتی استعمال کی اجازت دیتے ہیں۔

انہوں نے یہ بھی انکشاف کیا کہ عدالتی حکم کے بعد ایل ڈی اے سالانہ کمرشل کے لیے نئے این او سی جاری نہیں کر رہا لیکن پھر بھی نئی عمارتیں تعمیر کی جا رہی ہیں جو کہ ایک تشویشناک بات ہے۔

اہلکار نے کہا کہ رہائشی عمارتوں کو غیر قانونی طور پر کمرشل تعمیرات میں تبدیل کرنے سے بھی ایل ڈی اے کو بہت زیادہ مالی نقصان پہنچا کیونکہ اتھارٹی تمام متعلقہ فیسوں سے محروم تھی۔ اس جاری عمل نے کئی مسائل پیدا کیے ہیں جن میں شہری سہولیات جیسے پانی کی فراہمی، سیوریج، بجلی وغیرہ پر اضافی بوجھ شامل ہے۔

رہائشی عمارتوں کی تبدیلی سے پارکنگ اور ٹھوس فضلہ کی اضافی پیداوار کے مسائل بھی پیدا ہوئے۔ رہائشی علاقوں میں تجارتی ڈھانچے کا ابھرنا بھی ماحولیاتی اثرات کا باعث بن رہا تھا کیونکہ جب ایک گھر پلازہ میں تبدیل ہوتا تھا تو اس میں موجود تمام ہریالی بھی ختم ہو جاتی تھی۔

یہاں یہ بات قابل ذکر ہے کہ اتھارٹی کا ٹاؤن پلاننگ ونگ ورکشاپس، چھوٹی دکانوں اور دیگر تعمیرات کو مسمار کرتا تھا لیکن پوش علاقوں میں رہائشی عمارتوں کو کمرشل ڈھانچے میں تبدیل کرنے کے جاری عمل کے خلاف کوئی کارروائی نہیں کی گئی۔
