Authority activated to recover federal properties

The government is trying to functionalize at the earliest the FGPMA that would be tasked with the recovery of prime federal government properties all over the country and eventually ensure their disposal to generate funds.

The government had introduced an ordinance in August this year under a cabinet decision in July to set up the FGPMA to deal with the properties of the federal government, federal ministries, and allied departments located all over the country for their better utilization.

A bill to provide permanent legal cover to the authority has also been introduced in the National Assembly and is pending clearance by the National Assembly’s Standing Committee on Finance and Revenue.

Adviser to the Prime Minister on Finance and Revenue Shaukat Tarin had a meeting to review the establishment of FGPMA that was also attended by Senator Aon Abbas Buppi. The meeting was informed that official notification for the establishment of FGPMA had been issued.

However, Mr. Tarin noted that notification alone was not enough and directed to make the entity fully functional at the earliest for best utilization of government’s assets and for getting the best value for money for the government assets. He also directed the relevant officials to complete the codal modalities as soon as possible.

In July, the cabinet had approved the formation of FGPMA to dispose of federal government properties worth trillions of rupees that were presently under encroachment or not in any use.

While introducing a bill in the national assembly for setting up of FGPMA in September, the government has explained that the government-owned vast tract of urban and rural property throughout the length and breadth of the country.

حکومت ایف جی پی ایم اے کو جلد از جلد فعال کرنے کی کوشش کر رہی ہے جسے پورے ملک میں وفاقی حکومت کی اہم جائیدادوں کی بازیابی کا کام سونپا جائے گا اور آخر کار فنڈز پیدا کرنے کے لیے ان کے تصرف کو یقینی بنایا جائے گا۔

حکومت نے رواں سال اگست میں ایک آرڈیننس متعارف کرایا تھا جس میں جولائی میں کابینہ کے فیصلے کے تحت وفاقی حکومت، وفاقی وزارتوں اور ملک بھر میں موجود متعلقہ محکموں کی جائیدادوں کو بہتر طریقے سے استعمال کرنے کے لیے ایف جی پی ایم اے کا قیام عمل میں لایا گیا تھا۔

اتھارٹی کو مستقل قانونی تحفظ فراہم کرنے کا بل بھی قومی اسمبلی میں پیش کیا گیا ہے اور قومی اسمبلی کی قائمہ کمیٹی برائے خزانہ اور محصولات کی منظوری کے منتظر ہیں۔

وزیر اعظم کے مشیر برائے خزانہ و محصولات شوکت ترین نے ایف جی پی ایم اے کے قیام کا جائزہ لینے کے لیے اجلاس کیا جس میں سینیٹر عون عباس بپی نے بھی شرکت کی۔ اجلاس کو بتایا گیا کہ ایف جی پی ایم اے کے قیام کا باضابطہ نوٹیفکیشن جاری کر دیا گیا ہے۔

تاہم، مسٹر ترین نے نوٹ کیا کہ صرف نوٹیفکیشن کافی نہیں تھا اور حکومت کے اثاثوں کے بہترین استعمال اور سرکاری اثاثوں کے لیے رقم کی بہترین قیمت حاصل کرنے کے لیے ادارے کو جلد از جلد مکمل طور پر فعال بنانے کی ہدایت کی گئی۔ انہوں نے متعلقہ حکام کو ہدایت کی کہ وہ جلد از جلد میثاق جمہوریت کو مکمل کریں۔

جولائی میں کابینہ نے کھربوں روپے مالیت کی وفاقی حکومت کی جائیدادوں کو ٹھکانے لگانے کے لیے ایف جی پی ایم اے کے قیام کی منظوری دی تھی جو اس وقت تجاوزات کی زد میں ہیں یا کسی استعمال میں نہیں ہیں۔

ستمبر میں ایف جی پی ایم اے کے قیام کے لیے قومی اسمبلی میں ایک بل پیش کرتے ہوئے، حکومت نے وضاحت کی ہے کہ حکومت ملک کے طول و عرض میں شہری اور دیہی املاک کے وسیع رقبے کی ملکیت رکھتی ہے۔
